Meeting on the new Affordable Childcare Scheme

Yesterday evening, Monday 14th November, Early Childhood Ireland was delighted to welcome more than 40 members to the first in our series of regional meetings with members in Dublin to discuss the Department of Children and Youth Affair’s new Affordable Childcare Scheme. Our presentation on DCYA’s Policy Paper on the development of the new scheme was followed by a lively, informed and varied discussion on the shape of the proposed scheme, its administration and the potential impact on the viability and sustainability of the Early Years sector moving forward. Participants identified a number of concerns arising from the scheme as currently proposed, for example:

  • 48-week funding model
  • 40-hour per week subsidy
  • A move toward an hourly rate for childcare
  • Administrative burden for Providers
  • Requirement to police absences and changes in childcare provision
  • Inadequate costing

This information is invaluable to ECI as we develop our formal response to the Policy Paper and embark on a period of consultation with DCYA to ensure that the voice and concerns of providers and staff are heard and addressed. The process is also very useful for members to inform their own individual responses to the DCYA’s Consultation Survey on the design and future development of the scheme, which can be answered online until Friday 25th November here. We strongly recommend members and staff to complete the survey. The Affordable Childcare Scheme represents a considerable change to the current structure of Government funded childcare provision and it is imperative that your concerns are voiced loud and early. The more unified voices saying the same thing the harder it is to ignore.
