Child and Family Agency Bill 2013

Child and Family Agency Bill 2013

Early Childhood Ireland welcomes the publication of the  Child & Family Agency Bill 2013, which allows for the establishment of the new Child and Family Agency in January 2014.

The Child and Family Agency will bring together for the first time a number of bodies; the HSE Child and Family Services, The Family Support Agency, The National Education Welfare Board and other services relating to the psychological welfare of children and to domestic, sexual and gender based violence.

The Bill allows for a number of changes which have direct relevance for early childhood care and education services.

Under the Bill:

  • The Early Years Inspectorate (previously the Pre-School Inspectorate) will move from the HSE to the Child and Family Agency

  • The Minister will now have authority to set minimum qualification requirements for staff in early childhood care and education services

  • Legislation has been amended to allow for the regulation of school age childcare

  • The sector will move from a system of ‘notification’ to a system of ‘registration’
